«Прямоугольное двухстороннее синее полотнище с отношением ширины к длине 2:3, воспроизводящее по центру в 2/3 ширины и в 2/3 длинны полотнища фигуру коня из герба города Минусинска, выполненную жёлтым цветом, торжественно шествующего по направлению к древку флага».
